[SCIFIO] SCIFIO github issues

Hi all,

 Just wanted to let everyone know that I recently consolidated the OME trac
and my own list of TODOs with the SCIFIO
issues<https://github.com/scifio/scifio/issues>page on github. These
issues are now the official location to monitor
SCIFIO progress.

 Curtis and I added a bunch of labels to approximate trac granularity, and
I set up a few base milestones. So hopefully this will make it much easier
to see what's going on with SCIFIO's development, and our plans for the
future.

 Let us know if you feel like anything's lacking from these issues (in
usability, or issues themselves :) ).
